What is Adult Family Living (AFL)?
Adult Family Living (AFL) is a program in the state of Connecticut designed to help elderly individuals remain in the comfort of their homes by providing financial support to family members or friends who serve as their primary caregivers.

Eligibility
- Client must be a CT Resident
- Client must be 65 years or older
- Client must need help with daily activities
- Client must be receiving benefits under Title 19 (Medicaid)
- Client must be enrolled into Connecticut Homecare Program for Elderly (CHCPE)

Caregivers
Receive financial compensation by taking care of a loved one in need of assistance.
The AFL program categorizes care needs into four levels with higher tiers corresponding to higher compensation.
- Tier 1: Caregivers supervise the client and provide assistance with at least one Activity of Daily Living (ADL).
- Tier 2: Caregivers provide hands-on assistance with two or more ADLs on a daily basis.
- Tier 3: Caregivers assist with three or more ADLs, (can be two ADLs, but care must be combined with cognitive or behavioral support).
- Tier 4: Caregivers support with four or more ADLs (can be three ADLs, but care must also encompass management of cognitive or behavioral issues).
Eligibility
- 18 years or older
- Not legally liable (not the client's spouse)
- Resides in the same home as client
- Able to perform required services
- US resident
Caregivers receive tax-free stipends up to $31,600 annually. Stipends are typically issued biweekly.
